Why does USPS prohibit the shipment of goods to Australia bearing the name "Anzac"?

according http://pe.usps.com/text/Imm/ab_012.htm # Ep1572941 one cannot send items such as Australia, many Australians on Ebay are selling items Philatelic (stamp collectors) and other memorabilia of the Anzac (Australia and New Zealand Army Corps).

They are trying to prevent the inappropriate use of that name, as Anzac is an important thing for Australians. For example, they would not allow imports of toaster or condoms Anzac Anzac. It for the ban. An Australian stamp bearing the word "Anzac" is obviously not in the same category.
