Who makes this collectible wall decor rooster?

I have a decorative plate rooster who would like to know the value. I have researched many websites, but still come up with anything useful. There is a mark on the back of that (looks like a coat of wheat form a crown on top and inside the shape of the shield is 3 ways cross, USA and some numbers, perhaps _ _95) The paper label states "description" with a number stamped 9044. There is also a mark on the edge of the bottom that seems to be a signature (Chinese ???). I'm at a loss and any information that may be helpful is welcome. It was given to me by a lady who was helping move. He mentioned maybe get some money out of it some'day. I've had in storage for several years and I thought it might be that "the day." Any information or suggestions would be appreciated.

Judging only by his description of the piece that sounds like an oriental enameled decorated rooster pattern. First introduced in what is called "Wucai" colors during the Ming Dynasty, the reason de gallo regain popularity throughout the late Ch'ing (Qing) period, and has remained a popular motif throughout the period PROC. The pattern was also painted white porcelain in Japan, studies and factories in Hong Kong. I suggest you try browsing www.gotheborg.com patterns section (Gotheborg is my favorite place to research ancient oriental porcelain and newer).
